Instructional Materials Adoption
Arlington ISD Academic Services is committed to providing quality curriculum resources, professional learning, services, and instructional materials that significantly improve student achievement. The process for the selection of instructional materials provides an opportunity to make informed decisions in the selection of quality, state curriculum aligned instructional materials.
Throughout this process, Academic Services, in collaboration with Arlington ISD employees, publishers, and community stakeholders will accomplish the following goals:
- Preserve the integrity of the adoption process,
- Provide opportunities for feedback and input on proposed selections,
- Select the best instructional materials for students and teachers,
- Follow state and district policy in the instructional materials selection process,
- Support the final instructional materials selections with professional learning opportunities and technical assistance.
We are currently in the selection process for:
- AP World History
- CTE - Social Media Marketing
- CTE – Sports Entertainment and Marketing I/II
- CTE – Video Game Programming
- Mathematics - Kindergarten to Grade 8
- Algebra I
- Geometry
- Algebra II
Instructional Materials Review and Approval (IMRA)
The IMRA process was enacted under House Bill (HB) 1605 and brings new components to a single, State Board of Education (SBOE)-governed review of instructional materials. IMRA outlines how instructional materials will be reviewed, with the SBOE having final authority on the process, criteria used, and approvals. Instructional materials submitted in the IMRA process are reviewed for Texas Essential Knowledge and Skills (TEKS) and English Language Proficiency Standards (ELPS) alignment, factual accuracy, suitability, quality, and compliance with physical/electronic specifications and parent portal requirements. IMRA replaced the previous Proclamation and Texas Resource Review (TRR) systems to create a single, rigorous, transparent review that helps ensure high-quality materials are available to support student learning.
How IMRA Works
- State Review: Instructional materials submitted by publishers are evaluated by trained educators and subject-matter experts. Reviews focus on TEKS/ELPS alignment, quality, comprehensiveness, and compliance with specifications.
- SBOE Approval: The State Board of Education reviews evaluation reports and decides which materials to approve for statewide use.
- District Adoption: Once materials are approved, districts like AISD review the state-approved list and select resources that align with local instructional goals. Arlington ISD’s District Instructional Materials Committee engages in this process to help ensure selections reflect district priorities and instructional standards.

Proclamations
The Instructional Materials Review and Approval (IMRA) process is the current review process in Texas, replacing the former Proclamation and Texas Resource Review (TRR) processes. IMRA was established by House Bill (HB) 1605 in 2023 and is governed by the State Board of Education (SBOE). In the previous review process, the SBOE issued a Proclamation to call for materials aligned with the TEKS for specific subjects and grade levels and/or courses. For subjects and grade levels not yet reviewed in the IMRA process, instructional materials previously reviewed through TRR and/or adopted under the Proclamations process are still relevant for local school systems.
Advanced Placement (AP), International Baccalaureate(IB), Dual Credit
Arlington ISD Academic Services is dedicated to ensuring that students in Advanced Placement (AP), International Baccalaureate (IB), and Dual Credit courses have access to high-quality, rigorous instructional materials that support college-level learning and student success. This process aligns with district goals to prepare students for postsecondary education and careers, while following both state law and best practices in curriculum selection.
Materials for AP and IB courses are adopted through a structured process that includes:
- Course Framework Guidance:
- AP materials are selected based on alignment with College Board frameworks and recommended resources that support success on AP exams.
- IB course materials are chosen in accordance with International Baccalaureate curriculum requirements and standards.
- District Review & Evaluation: Committees comprised of experienced AISD educators review candidate materials, assessing quality, relevance, alignment to course outcomes, and ability to support student growth.
- Public Review & Feedback: Materials under consideration are made available for review by staff, students, and community members.
- Approval & Implementation: Upon completion of the review, materials are recommended for adoption and implementation planning begins.
Materials for Dual Credit courses are identified in consultation with postsecondary partners and match the expectations of the partnering colleges/universities.
Special Instructional Materials
Arlington ISD is committed to ensuring that all students have equitable access to instructional materials, including those with print disabilities who require Braille, large-type, audio, digital, or other accessible formats. These materials are provided in compliance with state and federal laws and help support students with visual impairments, dyslexia, or other learning needs so they can fully participate in classroom instruction. For adopted or State Board of Education-approved instructional materials, the Texas Education Agency (TEA) provides accessible formats — including Braille, large print, and audio versions. Publishers of adopted instructional materials supply digital files that meet accessibility standards (such as NIMAS, Section 508, and WCAG) so that alternate formats can be produced and distributed.
Funding for Adopted Instructional Materials
Arlington ISD ensures teachers and students have access to the instructional materials needed for high-quality instruction by leveraging dedicated state funding sources designed to support the procurement of textbooks, curriculum resources, instructional technology, and related services.
- The Instructional Materials and Technology Allotment (IMTA) is the primary state funding source that helps districts purchase instructional materials and technology used in classrooms. This biennial allotment is calculated based on student enrollment and legislative appropriations.
- In addition to IMTA, the district receives an annual entitlement per student specifically for purchasing instructional materials that have been reviewed and approved by the State Board of Education (SBOE) through the IMRA process.
These funding mechanisms help Arlington ISD provide equitable access to high-quality instructional materials that support student learning across all grade levels and courses, including core academics, advanced coursework, and technology-enhanced instruction. They also help the district invest in resources that align with state standards and local curriculum goals while maximizing the impact of state funding.
Ordering and Fulfillment of Adopted Instructional Materials
Arlington ISD uses the state’s online instructional materials ordering system (EMAT) to request and receive adopted instructional materials—such as textbooks, digital resources, and related student materials—for classroom use. This system streamlines ordering, tracks fulfillment, and connects purchases directly with publishers and depositories. This coordinated ordering and fulfillment process helps ensure that quality instructional resources are available for teachers and students each school year and throughout the instructional cycle.
