The scope and purpose of the Long-Range Facilities Planning Committee is to provide findings and recommendations from community stakeholders to the Board of Trustees relating to the long-range planning, maintenance, modernization, utilization, and future development of Arlington ISD facilities in support of the District's Strategic Plan.

The Board believes the function of the Committee is vital to ensuring responsible stewardship of taxpayer resources, safe and effective learning environments, and alignment between facility investments and the evolving needs of students, staff, and the community.

Committee Charge

The Long-Range Facilities Planning Committee is charged with the following responsibilities:

  • Review the District's Strategic Plan, enrollment trends, demographic projections, facility utilization and educational program needs to understand their impact on facility planning.
  • Review existing facility conditions, maintenance needs, infrastructure systems, building life-cycle assessments, and deferred maintenance requirements.
  • Review current and projected enrollment by campus, attendance zone, grade configuration, and programmatic offerings.
  • Review utilization rates and capacity data for all District facilities, including instructional and support facilities.
  • Review financial data trends by campus to include per student cost.
  • Review facility equity considerations to ensure students and staff have access to safe, functional, and appropriately equipped learning environments.
  • Review demographic studies, residential development trends, and community growth patterns that may impact future facility needs.
  • Evaluate facility modernization, renovation, replacement, consolidation, repurposing, expansion, and new construction opportunities.
  • Review bond program implementation, capital improvement plans, and facility funding strategies.
  • Consider operational efficiencies and long-term sustainability initiatives, including energy management, facility maintenance practices, and lifecycle cost considerations.
  • Review facility safety and security enhancements necessary to comply with state law, Board priorities, and industry best practices.
  • Develop and formalize recommendations regarding long-range facility priorities, attendance boundary considerations, and facility utilization strategies.
  • Present advisory reports and recommendations to the administration and Board regarding long-range facility planning priorities.
  • Promote public awareness and understanding of facility planning processes, facility needs and long-term stewardship of taxpayer resources.
  • Evaluate specialized education program enrollment, needs and placement: Assess facility requirements, space allocations, and geographic distribution for Special Education and Bilingual/ESL programming to ensure equitable student access and optimal learning environments
  • Assess opportunities for signature program and academy expansion: Identify facilities capable of supporting the growth of high-demand, specialized models aligning building capacity with future programmatic needs
  • Evaluate how physical learning spaces, grade-level configurations, and facility designs impact vertical alignment and support seamless, modern academic experiences from kindergarten through graduation.

Committee Meeting Format and Structure

Meeting duration shall generally be approximately 90 to 120 minutes but may vary depending on Committee needs and progress.

Each meeting shall balance informational presentations, facility planning discussions, and dedicated work sessions to develop observations and recommendations.

Meeting agendas, attendance records, presentations, supporting documents, and preliminary observations shall be maintained and made available to the Board as appropriate.

Facility tours and site visits may be scheduled throughout the year to support the Committee's understanding of District facility conditions, utilization and needs.
