J.I. Carter served for 12 years on the school board, 1915 -1927, and is considered one of the outstanding contributors to the local school system by long-time Arlington residents who knew him.

Carter came to Arlington in 1894. He was a druggist, at one time served as city secretary and was also postmaster here for a number of years. He died in 1945.
